spyware tools review

Parental Control Software – recommendations?
I try to install something, at least to monitor and potentially block a bit, some activities the computer of my sons (ages 12 and 8). We have 3 computers on a home network w / both Win98 (for older games) and XP. I see the comments on eBlaster, XPCSpy Pro, Cyber Patrol, etc. Guardian Monitor, but the more I see the more confused I get. Any knowledge or experience with current tools that could be useful? The main concerns are things like "YouTube" videos, more kid-centered alternative sites (ie, May through "other" or spyware + download) and IM chats "to happen. The price is important and I run the base" Norton SystemWorks "protection against viruses. Again – In the quest for greater oversight in place to block (I think forms of firewall, just want to know if there are new things, I do!)
